
At the turn of the 19th century, the role of the traditional seaman, focused on handling sails and rigging, swiftly gave way to that of the Stoker, who managed the ship's mechanical operations. To support this transition, the Stokers Training School was established in Bombay Dockyard in 1931. It was later renamed the Mechanical Training Establishment (MTE) in 1937. On 16 February 1945, the facility was commissioned as HMIS Shivaji. Since then, this premier technical training establishment of the Indian Navy has been dedicated to training officers and sailors of the Marine Engineering Branch, equipping them with the professional skills and expertise needed to excel in their roles.

The Centre of Marine Engineering Technology (CMET), established in 1987, is the largest training department of the establishment and is entrusted with professional training of Marine Engineer Officers and Sailors of the Indian Navy (IN).
